Why the new plans to expand the Soviet Ukraine at expense of Romania in 1945 were not implemented

Abstract

In the spring of 1945, the Communist leadership of the Soviet Ukraine, headed by Nikita Khrushchev, was planning an annexation of the Romanian County of Maramureş, contiguous with Trans-Carpathian Ukraine. Although these plans also gained support of the Command of the 4th Ukrainian Front, they were nevertheless rejected by Stalin, who re- frained from violations of the territorial integrity of Romania, what might weaken the posi- tion of the Communists in that country.
